Minutes of the Board of Trustees Twin Falls Public Library

The regular meeting of the Board of Trustees was held on Wednesday May 13, 2020. The meeting was held virtually per Governor Little’s proclamation. Attending the meeting were Trustees Debbie Dane, Monica D’Angelo, Elly Young (telephone), Teresa Jones and Susie Kapeleris. Library Director Tara Bartley and Staff Karolee Sorenson. Absent, Chris Reid, Council Liaison.

Chairman, Debbie Dane called the meeting to order at 4:32 pm with brief introductions.

Trustees MSC approval to approve the agenda for the May 13, 2020 meeting. Elly Young motioned to approve the agenda; Teresa Jones 2nd the motion. Motion approved

The Trustees MSC approval of the April 8, 2020 minutes. Susie Kapeleris motioned to approve the minutes for the April 8, 2020 meeting Monica D’Angelo 2nd the motion. Motion Approved.

Approval of Financial Statements The Trustees MSC the approval of the April 2020 bills. With Governor Little’s proclamation the payables were not able to be physically reviewed by Elly Young. A cash summary was provided to the Trustees for their review. Elly Young motioned to approve the April 2020 bills, Monica D’Angelo 2nd the motion. Motion approved. Roll call vote taken. Approved 5-0

Financial/Statistical report: Review of the financial reports. Tara reviewed the revenue line, revenue will be down from our budget numbers. With the library closed there were no fines or fees collected for the month. Statistical reports were not available at this time due to the closing of the library and will be provided at a later date. Teresa Jones motioned to approve the financial statements for the month of April, Monica D’Angelo 2nd the motion. Motion approved. Roll call vote taken. Approved 5-0.

Communications & Correspondence

Summer reading will be virtual this year and will begin on June 1. The library will be using the Reader Zone app. Patrons will log in with their information. Paper copies will be available to those who do not have access to the app. An incentive of a book will be given to participants when they have completed the program. The books will be purchased by the Twin Falls Public Library Foundation. Gift certificates to various local stores and restaurants will also be given.

With the down trend of the market some expenditures for this fiscal year have been moved to next fiscal year. $30,000 to the Library for the RFID and $20,000 for regular expenditures will still happen. The Pop Up Book sale has been put on hold. The Golf Scramble is still happening as of now.

Business Issues

The Library presented the Preliminary Budget for fiscal year 2020/2021 to the City. Not knowing what the property tax revenues will be and the increase in insurance benefits the City has requested the library to present two different scenarios for the budget but to present those after the City’s budget meeting next week when they will have a better idea on what the revenues will be and the increase in health insurance benefits.

Library Director

Twin Falls Public Library plan to reopen. We are currently in Phase I of our plan to reopen. Reduced staff of no more than 10 in the library at one time. Book returns are opened. Currently there are 27,000 items to be returned and 10,000 have been checked in. The items are in quarantine for 3 days and put on carts in the Program Room dated with the return date. After quarantine they are cleaned and checked in ready to be shelved. The library is following CDC guidelines for quarantine. There will be no overdue fines until July 1. Curbside delivery is offered from 10:00 am to 2:00 pm. Ordering items can be done online or with a telephone call. May 4 – May 13 the library had 3000 checkouts. Phase II – The bookmobile garage is now a computer lab. Patrons can make an appointment to use computers in the lab. There will be a time limit of one hour. Appointments are taken from 10:00 am to 12:30 pm and from 2:00 pm to 4:30 pm. There are four stations. Following the CDC guidelines for social distancing and disinfecting. After each use the mouse and keyboards will be swapped out for disinfecting. There will be two staff members in the lab at all times. Reference Librarians will be available to remote into computers to assist patrons. Phase III – Still evaluating having a limit of patrons in library with a time limit for browsing only. Mask are required for employees. Each employee has been provided with two masks and gloves will be required when handling items. Barriers will be in place at circulation and reference to protect staff and patrons. Shield guards will be provided for public access at the circulation desk. Continuous disinfecting and cleaning will be required of all departments. Library statistics. The library has a 61% increase in E Books on Overdrive. RB Digital is about the same as previously reported. The Consortium has increased budget numbers on the E Books Website to include state numbers. Director evaluation has been moved to July 2020.
